Vanderbijlpark, South Africa — Janitha van Reenen was arrested again on Thursday, this time moments after appearing in the Vanderbijlpark Magistrate’s Court in a separate case linked to Emfuleni Local Municipality. Police say the 25-year-old former service provider is believed to be the key figure behind a R9.9 million fraud scheme.
The latest arrest adds her to a growing list of suspects already before the courts. Seven others — including Emfuleni officials and subcontractors — had previously been taken into custody in connection with the alleged scam, which investigators say ran through a network of municipal staff and outside contractors.
Investigation widens
Authorities allege the case centres on more than one form of misconduct tied to the municipality. One investigation points to a multimillion-rand fraud scheme. Another, according to police, involves illegal electricity reconnections and theft of critical infrastructure.
Van Reenen’s name has surfaced in both matters. Her most recent arrest came immediately after she left court in a different case in which she also faces accusations of defrauding the municipality. She is expected back in court on Monday, 7 September 2026.
South African police said the arrest was carried out by the Gauteng Political Killings Task Team, which has been handling the wider probe as it expands around Emfuleni. The arrests have raised fresh questions over how far the alleged network reached inside local government operations.
More suspects before the court
Those already arrested include David Senekal, 31; Caroline Smangele Maduna, 39; Kenneth Zongezile Mahobe, 35; Hlawutelo Baloyi, 29; Pule Meshack Masilo, 36; Andries Bafana Maduna, 48; and Sibusiso Patrick Tshabalala, 46. Court proceedings this week focused on bail applications, with the group due back in the dock next week to continue those bids.
The Emfuleni case sits within a wider pattern South African authorities have been confronting in recent years: allegations of procurement abuse, internal collusion and infrastructure-related theft at local government level. Emfuleni, a municipality that has repeatedly faced scrutiny over service delivery and financial management, has now become the latest test of how far criminal networks can penetrate public institutions.
For now, the case moves back to court on Monday, when van Reenen is due to make her first appearance on the new charges following Thursday’s rearrest.
