The project gives the city’s center a fresh block of low-cost housing at a time when urban neighborhoods across the U.S. are racing to hold on to existing units as much as they build new ones. Park Square II does both. It preserves 200 apartments in the tower at Park Square and adds a new four-story building with 40 more homes.
A bigger affordable housing block
Phillip Bartkovich said the work preserved the 200 existing apartments and brought a new building online beside the tower. “All told, Park Square Two brings 240 affordable homes to this neighborhood,” he said. That makes the redevelopment one of the largest affordable multifamily housing communities in Rochester.
The two phases of the Park Square project have now preserved or created more than 575 homes in the community. That scale matters. In many cities, affordable housing supply grows only slowly, and older buildings often slip out of reach for lower-income renters when ownership changes or major repairs are needed.
Why the project matters beyond Rochester
For downtown districts, the pressure is familiar. Cities want more residents close to jobs, transit, shops and public space, but they also face rising costs that can push long-time renters out. Rochester’s latest completion shows a different route: keep existing apartments affordable, then add new units beside them.
The site sits next to the Neighborhood of Play, tying the project to a part of downtown that has been changing through redevelopment. The new housing adds density without waiting for a distant greenfield buildout. Shorter path. Immediate impact.
Park Square II now stands as part of a larger affordable housing footprint downtown, with 240 homes in the second phase alone and more than 575 preserved or created across both phases.
