MBG Investor Seeks Rp218 Billion Back From BGN
MBG investor Mujazin plans to sue BGN in South Jakarta District Court to recover Rp218 billion plus interest after 97 promised kitchens were never handed over.

JAKARTA — An investor named Mujazin is preparing to file a civil lawsuit at the South Jakarta District Court to demand that the National Nutrition Agency (BGN) return Rp218 billion, which he claims was paid under an agreement that was never fulfilled at all.

Speaking to Tempo, Mujazin’s legal counsel, Yazdy Alaydrus, confirmed the plan to sue on Wednesday, July 8. “Yes, we will file a civil lawsuit at the South Jakarta District Court,” Yazdy said.

The dispute began with an agreement in which Mujazin, on behalf of the Kharisma Cendekia Indonesia Foundation, committed to take over the construction and operation of 97 MBG (National Nutritious Meal) kitchens. In return, he was required to deposit Rp218 billion to BGN to fund kitchen construction and equipment procurement.

Cash and Check Payment Evidence

Yazdy said all of the funds had been disbursed to BGN. Tempo has even obtained video footage showing the handover of money at the agency’s office, some in cash and the rest by check.

The Memorandum of Understanding (MoU) was signed by both sides on September 2, 2025, under number 02/MoU.20/IX/2025. The investor was represented by Mujazin himself, while BGN was represented by Lodewyk Pusung.

However, to date, none of the 97 promised kitchens have been handed over to Yazdy’s client. The situation has angered the investor, given that the funds have already been fully paid without any corresponding work output.

BGN Official Named Corruption Suspect

The matter became more complicated when Lodewyk Pusung, who signed the MoU on behalf of BGN, was later named by the Attorney General’s Office as a corruption suspect in connection with the MBG program. This has strengthened Mujazin’s suspicion that what should have been a mutually beneficial business deal instead turned into a major loss.

Through the civil suit, Mujazin will ask the South Jakarta District Court to order BGN to return the Rp218 billion plus interest. “We will ask the court to order BGN to return our client’s money,” Yazdy explained.

The lawsuit will also seek a ruling affirming the validity of the agreement, given that one party — BGN — is now proven to have involved an official implicated in a criminal act.

A Wider Scandal in MBG

Mujazin’s case is part of the growing controversy surrounding the MBG program. The Corruption Eradication Commission (KPK) has identified dozens of Nutritious Procurement Implementation Unit (SPPG) kitchens that turned out to be fictitious across the country.

The KPK has also issued 10 recommendations to BGN to improve program management. KPK Prevention Deputy Aminuddin said the steps were taken after the agency found budget leakage and irregularities at BGN’s operational level.

BGN head Nanik Sudaryati Deyang had previously asked the KPK to directly oversee the MBG program. Meanwhile, Health Minister Purbaya announced plans to reduce the program’s budget — from Rp335 trillion to Rp268 trillion — while stressing that nutritional quality must remain intact.

Impact on Beneficiaries

Mujazin’s lawsuit shows that the MBG scandal involves not only officials or businesspeople, but also affects the business ecosystem built around the program. When private investment stalls because BGN’s commitments are not fulfilled, the kitchen supply chain in the field is disrupted. This could reduce the production capacity of nutritious food for beneficiaries — especially schoolchildren and children in remote areas.

More than that, the case illustrates the weak internal oversight mechanism within BGN in selecting and binding business partners. The Rp218 billion investment that vanished without results shows the lack of financial governance and project management in an agency that is directly responsible to the President.

A Long Legal Process Ahead

The lawsuit at the South Jakarta District Court will open a new chapter in uncovering the MBG problems. Not only that, every piece of evidence presented by Mujazin — including the video recording of the fund handover — could become a basis for further investigation by the KPK or the Attorney General’s Office.

Yazdy said his team has prepared complete documentation to support the claim. From the officially signed MoU to proof of fund transfers, everything will be presented before the judge.

The case will also serve as a test of how far Indonesia’s civil legal system can protect investors from breach of contract by government institutions. Going forward, the government needs to improve MBG governance so that public and private trust in the program can be restored.
