Premier League clubs are concerned that andy burnham manchester city comments could fuel fears of political interference in the club’s appeal. The concern followed remarks by Burnham, the prime minister, that he would be “really concerned” if Manchester City’s owners decided to sell after the club was found guilty of financial rule breaches.

The dispute puts the independence of the appeal process under scrutiny. Senior club figures told BBC Sport they were astonished by Burnham’s comments and questioned what they were intended to achieve.

Burnham rejected the suggestion that he had played down the findings. Speaking on Thursday, he said the conclusions required careful consideration and the process had to remain independent.

“I think it's incumbent on everybody now to let the process run its course,” Burnham said.

Clubs question the impact of the remarks

Some senior club figures said the comments had placed the Independent Football Regulator in a difficult position. One source described them as “absolutely bizarre” and called them “at best naive and at worst quite manipulative”. Another source called the remarks “clumsy”, while a third said they were surprised the prime minister had “misspoken”.

The sources did not point to evidence that anyone had interfered in the case. One senior club source said people would have some level of concern, while another said the close scrutiny of Burnham made interference seem impossible.

The issue matters beyond the club’s appeal. Rival clubs are watching whether the process appears independent, while Manchester City’s case has drawn attention to the relationship between football, investment and public office. Burnham said he had been asked about wider investment and argued that it should be separated from the football issues.

“The football issues have to be looked at fully and that is without question,” he said.

Independent hearing and appeal ahead

The Premier League’s charges were considered by an independent commission, which held a 42-day hearing in 2024. The verdict was announced last month, and a sanctions hearing is still to come. A separate independent appeal board will hear Manchester City’s appeal. The club continues to deny wrongdoing.

Downing Street clarified that Burnham’s position was that no one was above the rules. The remarks nevertheless caused unease among some senior Labour figures, who feared his initial comments had resonated with voters.

Burnham’s past role in Greater Manchester adds to the scrutiny. He served as mayor for nine years, from 2017 until earlier this year, and championed Gulf investment as a way to grow the city’s economy. Manchester City’s ownership is from Abu Dhabi.

Conservative leader Kemi Badenoch has called on No 10 to release details of meetings between the prime minister and senior figures at the club. Burnham said the appeal process should be allowed to proceed independently; the sanctions hearing is still to come.
