New Zealand’s Opportunity Party, led by Qiulae Wong, could hold the balance of power after voters go to the polls on November 7, with polls suggesting neither major bloc is on track to govern alone.

The result could give Wong, a political newcomer, influence over the next government as the incumbent National-led coalition and the opposition Labour-led grouping seek support from smaller parties.

New Zealanders are voting amid frustration over living costs, unemployment and a stagnant economy, while support for the National and Labour parties has fallen below 30% each in public polling.

Opportunity is led by Wong, a 38-year-old former sustainable business consultant and mother of two who goes by “Q.” She entered politics a year ago after responding to an advertisement for the party leadership.

The centrist party presents itself as business- and climate-friendly and is proposing a land tax and a universal basic income to replace welfare payments. Current polling indicates it could clear the 5% threshold needed to win seats in Parliament.

If the polls are reflected in the result, Opportunity could choose whether to support either side in forming a government. Prime Minister Christopher Luxon has ruled out a post-election deal with the party, leaving him potentially facing a choice between changing that position and losing power.

Political scientist Lara Greaves, an associate professor at Victoria University in Wellington, called the prospect of the party entering Parliament a “super significant” achievement. She said it was attracting voters “frustrated with the status quo.”

Greaves described the position of smaller parties in the campaign as “unprecedented territory.” She said future coalition negotiations could give them greater leverage over policy and cabinet roles.

New Zealand uses a mixed-member proportional voting system. A party needs at least 5% of the party vote, or a win in one electorate, to gain seats in Parliament, according to the election rules described in the source material.

National leads the current coalition government, while Labour is the main opposition party. Both face challenges from smaller parties, with public polling pointing to a close contest and no clear path for either major bloc to govern without support.

Greaves warned that coalition negotiations could bring campaign policies onto the government agenda even if they received little attention during the election campaign. “This is going to be the first time we’re going to see these coalition agreements where the minor parties are really going to be saying: ‘Hey, we got a big chunk of the vote. You have to stop treating us like children.’”
