London clean air zone linked to rapid lung recovery in young children, scientists say

Scientists say they were stunned by how quickly young children’s lungs began to recover after pollution restrictions came into force where they lived. In London, children whose lung growth had been held back by dirty air showed striking improvement after the Ultra Low Emission Zone was introduced in 2019 and emissions fell.

The findings come from a study tracking more than 3,400 primary school children in London and Luton. Researchers say it offers the strongest evidence yet that local clean air zones can ease some of the damage pollution does during childhood. The result matters far beyond the British capital. Cities from Delhi to Paris have wrestled with how to cut exhaust fumes without crippling daily life, and the London data gives public health officials a rare sign of quick, measurable payback.

Why the finding matters

Air pollution can stunt the growth of children’s lungs, leaving them more exposed later in life to asthma, heart disease, diabetes and even premature death. Young children face particular risk because their lungs and immune systems are still developing. They also spend more time closer to the ground, where exhaust fumes hang. Small lungs. Big stakes.

The study suggests some of that harm may not be fixed in place. When the air gets cleaner, children’s lungs appear to respond faster than many experts expected. That is why researchers described the recovery as startling.

A study with wider reach

London’s Ulez has become one of the world’s most closely watched urban pollution schemes, and the new research adds to the debate over whether similar measures should be expanded elsewhere. The work looked at primary school children in both London and Luton, giving scientists a chance to compare outcomes across different places.

Independent researchers, however, urged caution. They said other factors also need to be considered before drawing sweeping conclusions about what drove the improvement. That caution will matter to policymakers weighing traffic limits, cleaner transport rules and broader public health gains.

The issue has long carried a human face in Britain. In 2020, Ella Adoo-Kissi-Debrah, a nine-year-old London girl who died after an asthma attack in 2013, became the first person in the country whose death was linked to air pollution. Her case sharpened scrutiny of the air children breathe on busy streets and near schools.

For now, the London findings give campaigners and city officials new evidence to argue over. The next test is whether other clean air schemes can produce the same kind of recovery — and whether they can do it quickly enough to protect children still growing up beside traffic.
